Senior Policy Associate

Job Description:The Keystone Energy Efficiency Alliance (KEEA) is a non-profit, tax-exempt 501(c)(6) corporation dedicated to promoting the energy efficiency and renewable energy industries in Pennsylvania. KEEA advocates on behalf of energy efficiency and renewable energy professionals on the local, state, and federal levels. By representing the interests of the clean energy industry in Pennsylvania, KEEA is growing the market for energy efficiency and helping the Keystone State secure a prosperous, sustainable tomorrow.

                          

KEEA works along with its 501(c)(3) sister organization, the KEEA Energy Education Fund with the mission to increase the energy efficiency of Pennsylvania’s buildings through advocacy, education, and training.  

 

KEEA & KEEF have an ambitious energy policy agenda to modernize utilities and energy markets in Pennsylvania. We have shown tremendous entrepreneurial growth over the last several years and now seek additional team members to help us take the next steps.

 

Position Summary:The Keystone Energy Efficiency Alliance (KEEA) and KEEA Energy Education Fund are soliciting applications for a full-time Senior Policy Associate.

 

Responsibilities:The Senior Policy Associate will be the chief internal “business and policy expert” and perform policy writing, research and analysis and oversee communications and programs.

 

Reports to:Executive Director.

 

Oversees: 1 staff (Associate, Communications & Programs) and interns and consultants.  

 

Project Focus

This role has two major functions: perform Pennsylvania-focused energy efficiency business and policy writing, research and analysis and oversee a staff member, Associate, Communications & Programs.

 

In the first function, the Senior Policy Associate will work closely with the Policy Director to perform policy writing, research and analysis working toward the organization’s strategic goals and objectives to transform the market for building energy efficiency in Pennsylvania. Work products will include drafting testimony, preparing comments for submission to the Pa Public Utility Commission, conducting trainings, and other policy education.

 

In the second function, the Senior Policy Associate will oversee and be responsible for the work of the Associate, Communications & Programs, including making compensation and promotion recommendations to the Executive Director.

 

The Associate drives KEEA/KEEF’s program initiatives and manages membership. Please see attached detailed job description.

 

Other Responsibilities

Miscellaneous tasks.

 

Qualifications: 3 – 6 years of relevant professional experience in advocacy, research, utilities, government, energy efficiency business, and/or graduate degree in business, energy, public policy, or law.

 

The ideal candidate will have many of the personal and professional skills to be successful in this role, including:

·         Persuasive written and oral communication skills.

·         Strong technical research and quantitative analysis skills in energy and economics.

·         Expertise in MS Word, Powerpoint, Excel.

·         Demonstrated ability to work independently, as well as, on teams.

·         Familiarity with utility regulation, rate-making, industrial energy efficiency, energy efficiency programs and technology, clean energy business models, and energy and climate change policy.

·         Detailed experience in Pennsylvania-specific energy efficiency issues including Act 129 reporting, Statewide Evaluator studies, Technical Resource Manual and Total Resource Cost Test.

·         Ability to foster and grow relationships with key partners.

·         Creative problem solving abilities, including in the development and execution of marketing programs and advocacy strategy.

·         Vision and a tireless work ethic. You are inspired and driven by being part of a hard-working team.

·         Proficiency in Drupal web design, Vertical Response web newsletters, Sales Force customer relationship management and Google applications.

·         Demonstrated ability in writing funding proposals and reports.

·         Success training and managing volunteers, interns, & consultants.

·         Success managing full-time staff, including measuring performance, setting milestones, hiring, promotions, and firing.

Compensation: $45,000 - $60,000 commensurate with experience. Competitive benefit package. Successful candidate is expected to remain in and grow in the organization for at least two years, pending funding.
