Position Summary

The Manager of Policy and Government Affairs is the regional face of the company's policy team. This position is responsible for all Federal and State legislative, regulatory and industry relations activity in support of the company's development activities across the United States. The position reports directly to the General Manager, North America, Module System & Solutions, and is responsible for influencing and achieving legislative and regulatory goals and ensuring the company's strategic development priorities are aligned with political reality and market opportunity. This position has preferred location in Bay Area of San Francisco but remote location candidate may be considered.

 

Responsibilities

* Track Federal and State programs that provide incentives for the development of renewable projects

* Identify the company's public policy priorities and critical goals at the regional and state level, based on the key risks and opportunities to the sales / project pipeline.

* Coordinate prioritization of goals to balance existing and new market opportunities

* Create and execute the company's plan for achieving regional and state public policy goals - and sales targets

* Represent CSI's commercial business interests in policy and regulation related venues such as industry conferences, trade association sponsored events, public utility commission meetings and legislative meetings

* Advocate the company's policy positions and build consensus with regulators, trade organizations, grid operators and industry partners

* Actively engage and coordinate policy work and memberships with advocacy groups at the regional and state level including SEIA, ESA and local trade associations

* Planning, budgeting, hiring and managing outside consultants, lobbyists and legal counsel as required

* Manage internal communication and reporting on policy issues and related news

* Other projects and duties as needed to achieve business objectives

* Accountable for managing selected project and consultant budgets

* Assume Board positions at Trade Associations

* Overall responsibility for day-to-day management of regulatory activities

* Reports to the General Manager N.America Module System Solutions

* Works closely with the company's development and origination teams as well as policy staff from other business units

* Interacts externally with state and regional regulatory, government, municipal and utility officials

* Interacts with advocacy groups and industry associations

 

Qualifications And Experience

* 4-year degree required; MBA preferred

* 6+ years of relevant experience interacting with public policy issues and managing regulatory and government affairs in electric power with a preference for experience in PJM and Southeastern states

* Must be willing to travel up to 50% of the time. Regular travel as necessary to Federal (Washington D.C) and state policy locations (various)

* Ability to deal effectively with diverse individual types at all organizational levels

* Highly driven, detail-oriented and hard working with high standards for themselves and others

* Ability to summarize and present complex issues and opportunities into succinct and actionable terms

* Strong vision for new ideas and connection of divergent information

* Ability to maintain absolute discretion and exercise sound judgment

* Knowledge of and relationships with key players in the solar industry, political leaders, regulatory bodies, RTO stakeholders and advocacy groups is required

* Demonstrated success in small group leadership and consensus building

* Good political judgment and commercial sensibility

* Outstanding verbal and written communication skills

* Excellent problem solving and strategic thinking skills with the ability to add value through creative input and forward-thinking
